In July 1994 the Tribe opened Coyote Valley Casino. The Tribe signed its original compact with the State of California in December of 2004 which was later renegotiated under Governor Davis in 2012. The Casino employs 150 residents of Mendocino, Lake and Sonoma counties. Located in the heart of Mendocino County, Coyote Valley Casino is less than two hours from San Francisco.

Mr. Chang has served as Chief Financial Officer at Tuscany Suites and Casino from 2005 to 2014. He was also a former instructor at UNLV, based on his extensive background in operational management in the hospitality industry. He developed and implemented a successful cost reduction program and promotion analysis program. Today, his program has turned around several gaming companies.
After graduating from the business school of UNLV, Mr. Chang began his career with MGM Mirage as a Corporate Internal Auditor. In 2000, he joined Red Wind Casino in Olympia, Washington. He then was promoted to a CFO position, the first Chinese American CFO in the gaming industry in America. From 2000 to 2005, he held several executive positions and acted as a Contracted Consultant to several Indian gaming entities.
Mr. Chang received a bachelor’s degree in accounting and an MBA degree from UNLV.
